Trucking in Virginia — what you need to know before you start

Virginia trucking compliance services keep your operation legal under federal FMCSA rules and Virginia State Corporation Commission (SCC) and Virginia DMV intrastate authority requirements. The Port of Virginia in Norfolk is one of the top five East Coast container ports, and the Northern Virginia data center corridor drives constant freight demand from Loudoun, Prince William, and Fairfax counties.

I-95, I-64, I-81, and I-66 all run through Virginia, making it a critical North-South and East-West corridor for OTR carriers. For owner operators based in Virginia, that means consistent year-round freight from the port, the federal government supply chain in DC, and rapidly growing data center logistics.

Everything a Virginia carrier needs — under one roof

We handle all federal and North Carolina-specific filings so you can focus on hauling, not paperwork.

LLC / Business Formation

Start your Virginia trucking business with the VA State Corporation Commission. LLC, Business Tax Assistance, and operating agreement included.

USDOT Number Registration

Filed correctly with FMCSA the same business day. Most DOT numbers are active within 1 to 2 business days.

MC Authority (Operating)

Get your Motor Carrier number from the FMCSA. Required for all interstate for-hire freight crossing state lines.

IFTA Registration & Filing

Virginia is your IFTA base jurisdiction. We register the account, issue decals, and file your quarterly fuel tax returns.

BOC-3 Filing

FMCSA-required for all carriers and brokers. We cover all 50 states and Washington D.C. in a single blanket filing.

Drug & Alcohol Consortium

DOT-mandated random testing program enrollment with FMCSA-compliant consortium membership and Clearinghouse reporting.

Virginia specific requirements competitors won't tell you about

Beyond federal FMCSA requirements, Virginia has its own set of rules. Get these wrong and you're looking at fines, failed audits, or revoked authority.

IFTA Quarterly Fuel Tax

Virginia is a full IFTA member. You must file quarterly fuel tax reports for every state you operate in. Missing a deadline triggers late penalties and potential license revocation.

UCR Annual Registration

Unified Carrier Registration must be renewed every year before December 31. Operating interstate without a current UCR triggers fines starting at $100 per violation.

VA SCC Intrastate Authority

Carriers operating only inside Virginia for hire need intrastate authority through the State Corporation Commission. Separate from federal MC authority and required for in-state-only freight.

VA Annual Registration Fee

Virginia LLCs must pay a $50 annual registration fee to the SCC every year. Missing the payment triggers administrative cancellation of your LLC. We track annual fee deadlines for our compliance clients.

Why Virginia is one of the best states to start a trucking company

Virginia combines port volume from Norfolk, federal contract freight from Northern Virginia, and a strong North-South corridor on I-95 — perfect conditions for owner operators serving the East Coast.

Frequently asked questions

Starting a trucking business is not just about knowing how to drive. It is about building a legal, compliant operation that brokers will load, banks will fund, and the FMCSA will not shut down.

  • An LLC is not federally required, but a Virginia LLC is strongly recommended. It separates your personal assets from business liability, lets you open a business bank account, and is required by most lenders, factoring companies, and shippers. We file Virginia LLCs with the SCC the same business day.

Virginia LLCs must pay a $50 annual registration fee to the State Corporation Commission every year. The fee is due by the last day of the LLC’s registration anniversary month. Missing the payment triggers administrative cancellation. We track fee deadlines for our compliance clients.

Most USDOT numbers are issued within 1 to 2 business days when filed correctly. We submit your application same-day and most Virginia owner operators have an active DOT number by the end of the next business day. MC authority takes longer because of the federal 21-day protest period.

If you operate purely intrastate (only inside Virginia), you need VA SCC intrastate authority and a USDOT number. If you only run interstate routes, your federal MC authority is enough. Carriers running both intrastate and interstate freight in Virginia need both authorities.

Yes. Federal FMCSA rules require all CDL drivers to be enrolled in a random drug & alcohol testing pool through a Consortium/Third-Party Administrator (C/TPA). Owner operators cannot self-test under federal rules. We handle the consortium enrollment, FMCSA Clearinghouse registration, and ongoing reporting.

If you operate a qualified vehicle (26,001+ lbs or 3+ axles) across state lines, you need IRP apportioned plates issued through the Virginia DMV. The plates let you operate in all participating jurisdictions under one registration. We coordinate IRP setup with your IFTA and DOT registration.
