Trucking in Idaho — what you need to know before you start

Idaho trucking compliance services keep your operation legal under federal FMCSA rules and Idaho Public Utilities Commission (PUC) intrastate authority requirements. Idaho is a major agricultural freight state, with year-round demand for potato, wheat, dairy, and lumber freight. Boise is the primary freight hub and one of the fastest-growing metro areas in the Mountain West.

I-84, I-86, I-15, and US-95 all run through Idaho, connecting it to Oregon, Utah, Nevada, Washington, and Montana. Reasonable LLC costs and a straightforward intrastate authority process through the Idaho PUC make Idaho an attractive base state for agricultural and Pacific Northwest freight carriers.

Everything an Idaho carrier needs — under one roof

We handle all federal and Idaho-specific filings so you can focus on hauling, not paperwork.

LLC / Business Formation

Start your Idaho trucking business with the ID Secretary of State. LLC,Tax id, and operating agreement included.

USDOT Number Registration

Filed correctly with FMCSA the same business day. Most DOT numbers are active within 1 to 2 business days.

MC Authority (Operating)

Get your Motor Carrier number from the FMCSA. Required for all interstate for-hire freight crossing state lines.

Drug & Alcohol Consortium

DOT-mandated random testing program enrollment with FMCSA-compliant consortium membership and Clearinghouse reporting.

BOC-3 Filing

FMCSA-required for all carriers and brokers. We cover all 50 states and Washington D.C. in a single blanket filing.

IFTA Registration & Filing

Idaho is your IFTA base jurisdiction. We register the account, issue decals, and file your quarterly fuel tax returns.

Idaho-specific requirements competitors won't tell you about

Beyond federal FMCSA requirements, Idaho has its own set of rules. Get these wrong and you're looking at fines, failed audits, or revoked authority.

IFTA Quarterly Fuel Tax

Idaho is a full IFTA member. You must file quarterly fuel tax reports for every state you operate in. Missing a deadline triggers late penalties and potential license revocation.

UCR Annual Registration

Unified Carrier Registration must be renewed every year before December 31. Operating interstate without a current UCR triggers fines starting at $100 per violation.

Idaho PUC Intrastate Authority

Carriers operating only inside Idaho for hire need intrastate authority through the Idaho Public Utilities Commission. Separate from federal MC authority and required for in-state-only freight.

ID Annual Report (LLCs)

Idaho LLCs must file an annual report with the Secretary of State by the end of the month in which the LLC was formed, with no filing fee. Missing the report leads to administrative dissolution. We track annual report deadlines for our compliance clients.

Why Idaho is one of the best states to start a trucking company

Idaho combines steady year-round agricultural freight, a fast-growing Boise metro market, and access to Pacific Northwest and Mountain West freight lanes — solid fundamentals for new owner operators.

Idaho trucking compliance — frequently asked questions

Starting a trucking business is not just about knowing how to drive. It is about building a legal, compliant operation that brokers will load, banks will fund, and the FMCSA will not shut down.

An LLC is not federally required, but an Idaho LLC is strongly recommended. It separates your personal assets from business liability, lets you open a business bank account, and is required by most lenders, factoring companies, and shippers. We file Idaho LLCs with the ID Secretary of State the same business day.

Idaho LLCs must file an annual report with the Secretary of State by the end of the month in which the LLC was originally formed, with no filing fee. Missing the report leads to administrative dissolution. We track annual report deadlines for our compliance clients and file on time every year.

Most USDOT numbers are issued within 1 to 2 business days when filed correctly. We submit your application same-day and most Idaho owner operators have an active DOT number by the end of the next business day. MC authority takes longer because of the federal 21-day protest period.

If you operate purely intrastate (only inside Idaho), you need Idaho Public Utilities Commission intrastate authority and a USDOT number. If you only run interstate routes, your federal MC authority is enough. Carriers running both intrastate and interstate freight in Idaho need both authorities.

Yes. Federal FMCSA rules require all CDL drivers to be enrolled in a random drug & alcohol testing pool through a Consortium/Third-Party Administrator (C/TPA). Owner operators cannot self-test under federal rules. We handle the consortium enrollment, FMCSA Clearinghouse registration, and ongoing reporting.

If you operate a qualified vehicle (26,001+ lbs or 3+ axles) across state lines, you need IRP apportioned plates issued through the Idaho Transportation Department. The plates let you operate in all participating jurisdictions under one registration. We coordinate IRP setup with your IFTA and DOT registration.
