Trucking in Illinois — what you need to know before you start

Illinois trucking compliance services keep your operation legal under federal FMCSA rules and Illinois Commerce Commission (ICC) intrastate authority requirements. Illinois is the largest freight hub in the Midwest, with Chicago serving as one of the busiest intermodal rail and trucking centers in the country. I-80, I-55, I-90, and I-94 all converge here, making it a prime base for owner operators and small fleets.

If you operate only inside Illinois, ICC rules apply on top of your USDOT number. If you cross state lines, you also need MC authority from the FMCSA. Most Illinois carriers eventually need both.

Everything a Illinois carrier needs — under one roof

We handle all federal and Illinois-specific filings so you can focus on hauling, not paperwork.

LLC / Business Formation

Start your Illinois trucking business with the IL Secretary of State. LLC, EIN, and operating agreement included.

USDOT Number Registration

Filed correctly with FMCSA the same business day. Most DOT numbers are active within 1 to 2 business days.

MC Authority (Operating)

Get your Motor Carrier number from the FMCSA. Required for all interstate for-hire freight crossing state lines.

BOC-3 Filing

FMCSA-required for all carriers and brokers. We cover all 50 states and Washington D.C. in a single blanket filing.

IFTA Registration & Filing

Illinois is your IFTA base jurisdiction. We register the account, issue decals, and file your quarterly fuel tax returns.

Drug & Alcohol Consortium

DOT-mandated random testing program enrollment, with FMCSA-compliant consortium membership and Clearinghouse reporting.

Illinois-specific requirements competitors won't tell you about
Beyond federal FMCSA requirements, Illinois has its own set of rules. Get these wrong and you're looking at fines, failed audits, or revoked authority.
IFTA Quarterly Fuel Tax

Illinois is a full IFTA member. You must file quarterly fuel tax reports for every state you operate in. Missing a deadline triggers late penalties and potential license revocation.

UCR Annual Registration

Unified Carrier Registration must be renewed every year before December 31. Operating interstate without a current UCR triggers fines starting at $100 per violation in roadside checks.

ICC Intrastate Authority

Carriers operating only inside Illinois need Illinois Commerce Commission intrastate authority. This is separate from your federal MC number and required for any in-state for-hire hauling.

Cook County Wheel Tax

Trucks based in Cook County (Chicago area) face additional wheel tax registration. Many carriers miss this and end up with citations during local enforcement.

Why Illinois is one of the best states to start a trucking company
Illinois sits at the heart of America's freight network. With Chicago as the country's biggest intermodal hub, owner operators here see the most diverse load options of any state.

Frequently asked questions

Starting a trucking business is not just about knowing how to drive. It is about building a legal, compliant operation that brokers will load, banks will fund, and the FMCSA will not shut down.

An LLC is not federally required, but an Illinois LLC is strongly recommended. It separates your personal assets from business liability, lets you open a business bank account, and is required by most lenders, factoring companies, and shippers. We file Illinois LLCs with the IL Secretary of State the same business day.

Illinois Commerce Commission (ICC) intrastate authority is required if you operate for-hire only inside Illinois without crossing state lines. If you only run interstate routes (across state lines), federal MC authority is enough. Many Illinois carriers run both intrastate and interstate and need both authorities.

Most USDOT numbers are issued within 1 to 2 business days when filed correctly. We submit your application same-day and most Illinois owner operators have an active DOT number by the end of the next business day. MC authority takes longer because of the federal 21-day protest period.

Trucks domiciled in unincorporated Cook County (Chicago area) face an additional county-level wheel tax that must be registered separately. Rates vary by gross weight. Many carriers don’t realize this applies until they get cited. We handle Cook County registration when applicable.

Yes. If you operate purely intrastate (only inside Illinois), you do not need MC authority from the FMCSA. You need a USDOT number and ICC intrastate authority. The moment you cross a state line for a load, MC authority becomes required.

If you operate a qualified vehicle (26,001+ lbs or 3+ axles) across state lines, you need IRP apportioned plates issued through the IL Secretary of State. The plates let you operate in all participating jurisdictions under one registration. We coordinate IRP setup with your IFTA and DOT registration.
