Yes. The Motor Carrier Permit (MCP) is issued by the California DMV. The CA Number is issued by the California Highway Patrol. Both are required, and you must obtain the CA Number first because the DMV cannot issue an MCP without it. We handle both filings together.
CARB is the California Air Resources Board, which enforces emissions rules on diesel trucks operating in California. Every diesel truck operating in the state must register in TRUCRS (Truck Regulation Upload, Compliance, and Reporting System) and meet engine emission standards. Non-compliance triggers DMV registration holds.
Out-of-state carriers entering California with commercial vehicles need both an MCP and a CA Number in addition to their USDOT number. Many out-of-state carriers don’t realize this until they get cited at a California weigh station. We handle the filings before you cross the border.
