Yes. The Motor Carrier Permit (MCP) is issued by the California DMV. The CA Number is issued by the California Highway Patrol. Both are required, and you must obtain the CA Number first because the DMV cannot issue an MCP without it. We handle both filings together.

CARB is the California Air Resources Board, which enforces emissions rules on diesel trucks operating in California. Every diesel truck operating in the state must register in TRUCRS (Truck Regulation Upload, Compliance, and Reporting System) and meet engine emission standards. Non-compliance triggers DMV registration holds.

 

Out-of-state carriers entering California with commercial vehicles need both an MCP and a CA Number in addition to their USDOT number. Many out-of-state carriers don’t realize this until they get cited at a California weigh station. We handle the filings before you cross the border.

 

The Basic Inspection of Terminals (BIT) program is a CHP safety review of carrier terminals every 2 years. Auto-enrollment happens when you obtain your MCP. CHP reviews driver files, maintenance records, and hours-of-service compliance. Failed BIT inspections lead to fines and possible MCP suspension.

MCP fees vary by fleet size and include a Carrier Inspection Fee (CIF) determined by vehicle count. CA Number issuance is free from CHP. CARB registration costs vary based on truck count and emission status. Total California-specific compliance costs typically run $500 to $2,000 for a single-truck owner operator setup
